OPR operates as an independent nonprofit civil society organization that is officially registered and not affiliated with the government. It is based in Mogadishu, Somalia, and focuses on providing capacity building and services to prisoners, detainees, and prison staff within the country.

Ismail Abukar has a strong background in human rights advocacy and has held significant roles in various organizations. He has a proven track record of leadership and commitment to advancing the rights of prisoners and marginalized communities. Ismail has been the Director of the Human Rights Department at the Organization for Prisoners' Rights (OPR) since 2023 and served as the executive Director of the OPR from 2021 to 2023. He is also a co-founder of the organization for prisoners' rights.
From 2019 to 2021, Ismail served as the Somali Youth Representative to the African Union (AU). He is also the founder and chairperson of the Somali Rights Organization (SRO). Ismail's previous roles include working as a policy coordinator for Somali non-state actors and later as a senior policy advisor for the same group. From 2017 to 2019, he served as a Youth Advocacy Officer at Benadir Regional Administration (BRA) for the Volunteer Yourself Initiative, focusing on rebuilding and renovating the National Museum, Theater, and Library. Furthermore, Ismail has contributed to academia through lecturing and conducting research on the rights of minorities in Somalia, showcasing his commitment to advancing knowledge in the field of human rights. Moreover, Ismail is an independent author and has written insightful articles regarding prisoners' rights in Somalia.
